Persons who can voluntarily participate in the National Pension

Voluntary coverage

The following persons can voluntarily participate as Category 1 Insured Persons if desired (excluding Category 2 and 3 Insured Persons):

  1. Persons aged between 60 and 64 with an address in Japan.
  2. Persons aged between 20 and 64 with Japanese nationality who live overseas.
  3. Persons aged 59 or younger who receive old-age or retirement pension benefits from general employee pension or other Mutual Aid Associations/ PMAC (mandatory participation for those who have determined their pension plan but have not reached the age to receive benefits).

Special exception for voluntary participation of old-age persons

Following persons can become voluntarily participants in the National Pension who cannot receive pension benefits because the participation period was not fulfilled, until they will have satisfied the minimum qualification period before the age 70.

  1. Persons aged between 65 and 69 with an address in Japan.
  2. Persons aged between 65 and 69 with Japanese nationality who live overseas.
